For the last informative capsule of this year we have invited Claudia López, social worker of “Coordinadora Federació Balear de Persones amb Discapacitat” to talk about the certificate of disability, the scales that are used to grant it and the aids that a person who has been granted it can apply for.
Organic, seemingly invisible diseases
Organic diseases may be seemingly invisible, but they entail many complications and treatment time that should be recognised by public administrations through the disability certificate.
This is a historical claim of the collective of people with Cystic Fibrosis to which the Respiralia Group wants to give a voice.
The new disability assessment scale
According to Claudia, the assessment scale that came into force in April 2023 already includes the item of pain suffered by the person. On the other hand, this scale also takes into account the social and economic situation of the family of the person applying for this disability certificate, which is why in some cases the previously granted degree is being revoked.
Study grants
In terms of studies, Claudia tells us that, in addition to the general scholarships for the whole society, there is a scholarship from the Ministry of Education and Vocational Training for students with special needs with a minimum of 33% disability (https://www.becaseducacion.gob.es/becas-y-ayudas/ayudas-apoyo-educativo/como-solicitarla.html), whose requirements are different from the general ones.
Grants for people with special needs
One of the differences is the academic factor which, in the case of these scholarships, requires attendance at 50% of the classes and not 50% of the credits passed. Here you can see the call for scholarships for students with special needs 2023-2024.

- Primary Education
- Compulsory Secondary Education
- Baccalaureate
- Intermediate and higher level training courses
- Professional artistic education
- Basic Level Training Cycles
- Training programmes for the transition to adulthood
- Other vocational training programmes referred to in the fourth additional provision of Royal Decree 127/2014 of 28 February 2014
